This program is available to police services as an alternative to laying a formal charge against a youth aged 12-17.  Referrals made by the police are typically for youth in trouble for first time offences.  The program is voluntary and the youth is required to accept responsibility for their actions.   

Upon successful completion of these measures, the referral source will be notified and a charge against the young person will not be laid.
